Plain-language change summary

The amendment changes the date specified in the Further Continuing Appropriations Act, 2018, from an earlier date to "December 22, 2017." It also reaffirms that if available amounts for redistribution are insufficient to cover the estimated shortfalls for the fiscal year, the total amount for each affected state will be proportionally reduced. This ensures that states facing budget shortfalls will receive less funding if overall resources are limited.
