Plain-language change summary

The amendment to S. 4828 removes specific definitions and requirements related to the authority of the Director and Council within the bill. Notably, it eliminates the stipulation that certain duties of the Director need congressional approval. This change matters because it simplifies the functioning of the Council and the Director by reducing oversight and potentially streamlining decision-making processes.
