Plain-language change summary

The text has been amended to clarify that the National Global War on Terrorism Memorial is established as a commemorative work in the District of Columbia. Additionally, it specifies that the Association responsible for the memorial will handle contributions and the management of funds, including any excess funds after the memorial's establishment.
