and Whereas, Chronic Traumatic Encephalopathy (CTE) is a degenerative brain disease found in athletes with a history of repetitive hits to the head sustained over a period of years, with possible symptoms of impulse control problems, aggression, depression, and paranoia appearing years after the onset of head impacts that may eventually lead to memory loss, confusion, impaired judgment, and progressive dementia;
