Plain-language change summary

The updated text of H. Res. 177 includes provisions for considering two joint resolutions regarding congressional disapproval of rules submitted by the Department of Energy and the Environmental Protection Agency. Specifically, it addresses rules related to energy conservation for appliances and emission standards for rubber tire manufacturing, waiving all points of order against their consideration and allowing for one hour of debate. Notably, the section about disapproving a rule from the Bureau of Ocean Energy Management concerning marine archaeological resources has been removed. This change simplifies the resolution by focusing only on the two listed joint resolutions.
