Whereas,and TreatmentWHEREAS, courtsOutcomes arehave theshown cornerstonesignificant ofimprovements justiceto reformsubstance sweepinguse thedisorder nationtreatment, substantially reduced addiction and arerelated recognizedcrime, asand thedo mostso successfulat less expense than any other criminal justice systemstrategy interventionwith ina oursavings nation’sof history;an average of $6,000 for every individual they serve;
