Plain-language change summary

The changes made to House Bill 3263 establish a requirement for utility companies in West Virginia to create and implement communication plans that inform customers about any disruptions in service, whether planned or unexpected. This new provision mandates that these plans must outline how customers will be notified, the methods of communication used, and include important information such as estimated outage durations. This amendment is significant because it aims to improve transparency and keep customers better informed during service interruptions, ultimately enhancing customer satisfaction and trust in utility services.
