Plain-language change summary

The recent amendment to HB 3209 changes the title of the bill to clarify its purpose, focusing on the requirement for counties in West Virginia to employ two school counselors for every 1,000 students. It also emphasizes that this requirement does not mean more positions can be added under the existing public school support program. This clarification is important as it aims to ensure that student counseling services are adequately funded without creating confusion about staffing levels.
