Plain-language change summary

The recent changes to HB 1381 clarify and improve the structure of the Broadband Advisory Council in Virginia. The bill now specifies the qualifications and categories of nonlegislative citizen members, ensuring a diverse representation that includes voices from the telecommunications industry, local government, and electric cooperatives. This matters because it aims to equip the Council with a variety of perspectives, which can improve the state's approach to enhancing broadband access for all Virginians.
