Plain-language change summary

The amendment adds provisions regarding the child tax credit for the taxable years 2026, 2027, and 2028. It specifies that taxpayers can claim the credit using either a Social Security number or an Individual Taxpayer Identification Number, and if the credit amount exceeds the tax owed, the excess will be refunded as an overpayment. This change clarifies eligibility and ensures that qualifying taxpayers receive any credit benefit even if it surpasses their tax liability.
