and Whereas, During the Vietnam War, the Central Intelligence Agency recruited, organized, trained, and assisted Hmong forces to Hmong Special Guerrilla Units Veterans Remembrance D 26H_HR316_AA_1 75boqe 1 combat the North Vietnamese Army and communist Pathet Lao forces in support of the United States Armed Forces;
