Plain-language change summary

The updated version of House Bill 428 includes a new requirement for the Corrections Department to notify the public when new rules regarding the release of inmates are adopted. This change replaces a previous provision that mandated public comment and the publication of these notices in specific news outlets. This shift is significant because it streamlines the process for releasing rules but may reduce public engagement in how these important policies are crafted and communicated.
