Plain-language change summary

In the latest version of Bill HB 861, the language was clarified to specify that individuals must remain at the scene and cooperate with both medical and law enforcement personnel in the event of an alcohol-related emergency. This change emphasizes the importance of these actions for ensuring help for those in need while also offering immunity from prosecution for minor alcohol offenses to those who comply. Additionally, the phrase regarding a person's capacity to cooperate was removed, simplifying the requirements and potentially broadening the protection offered. These adjustments aim to encourage bystanders to assist without fear of legal repercussions.
