A. Summary and Background Under section 314 of the Conservation and Natural Resources Act (71 P.S. § 1340.314), the Department of Conservation and Natural Resources (Department) will revise its price schedule for State Forest activities, usesand privileges effective July 1, 2026. The updated fee, which is in section D as follows, is for a seasonal Dual Sport riding permit for the southern portion of the Catawissa Recreation Area (Catawissa), known as Catawissa South. Catawissa was purchased with the intention of standing up motorized recreation opportunities. The Catawissa South opening is part of a phased approach allowing users to access the southern portion of Catawissa during the summer riding season. In 2026, for the first time, Dual Sport Motorcycle users will have the opportunity to purchase riding permits for an area that was previously used only for special motorized activities, such as enduro races. Selling permits to Catawissa South will allow a larger number of public users to ride and enjoy Catawissa. B.
