Summary

The U.S. Nuclear Regulatory Commission (NRC) received and is considering approval of an application filed by Holtec Decommissioning International, LLC (HDI), on behalf of Holtec Pilgrim, LLC; Holtec Indian Point 2, LLC; Holtec Indian Point 3, LLC; Oyster Creek Environmental Protection, LLC; and Holtec Big Rock Point, LLC (collectively, the licensees) on May 14, 2026. The application seeks NRC approval of the indirect transfer of control of the NRC licenses associated with the Pilgrim Nuclear Power Station (DPR-35), Indian Point Units 1, 2, and 3 (DPR-5, DPR-26, and DPR-64), Oyster Creek Nuclear Generating Station (DPR-16), and Big Rock Point (DPR-6). The application describes a corporate reorganization in which the membership interests of the licensees will be transferred from their current immediate upstream parent, Nuclear Asset Management Company, LLC (NAMCO), to a newly created affiliate, Decommissioning Asset Management Company, LLC (DEAMCO). HDI will remain the licensed operator and no physical changes to the sites are proposed. Because this indirect license transfer request contains sensitive unclassified non- safeguards information (SUNSI), an order imposes procedures to obtain access to SUNSI for contention preparation.
