Indiana Family and Social Services Administration (FSSA) is seeking federal authority to implement the Healthy Indiana Plan (HIP) 3.0 through this new demonstration waiver. Under HIP 3.0, the state would remove HIP expansion coverage from the Medicaid state plan and instead cover the adult expansion population through this Section 1115 demonstration. The demonstration would include copayments that align with new federal requirements and allow individuals to earn reduced copayment amounts through a healthy behavior incentive program. Indiana is also seeking authority to implement enrollment caps to manage program growth based on available state funding and to support the program's long-term viability. The purpose of this demonstration is to test and evaluate state-specific policy approaches for covering expansion adults as an optional Medicaid population, consistent with the United States Supreme Court's recognition that states may choose whether and how to cover that population. In addition to the HIP 3.0 demonstration, Indiana seeks to continue to allow an expanded set of providers to make presumptive eligibility determinations for children, pregnant women, and adults while adding a requirement to verify citizenship prior to granting presumptive eligibility. Non-expansion adults previously included in the HIP 2.0 waiver will retain their state plan eligibility and be moved into the Hoosier Healthwise program. Expansion adults will be moved into this new 1115 demonstration...
