On various dates, the U.S. Environmental Protection Agency (EPA) issued approvals to Yavapai-Apache Sand and Rock, Navajo Engineering and Construction Authority (NECA), and Fann Contracting, Inc. ("Permittees") under the Clean Air Act's Tribal Minor New Source Review (NSR) Program.
