“Claiming a 2-hour completion time and $0 in O&M costs understates the true burden of securing medical appointments and clinical documentation. DoD Financial Management Regulation (DoD 7000.14-R, Vol. 7B, Ch. 46), establishing or maintaining SBP incapacitation status requires current medical evaluations, physician attestations, and legal guardianship documentation. Securing a formal physician attestation costs more than $0 in out-of-pocket expenses. Respectfully recommend that DFAS recalculate its PRA baseline.”
