The Environmental Protection Agency (EPA) is proposing to approve a revision to the Butte County Air Quality Management District (BCAQMD) portion of the California State Implementation Plan (SIP). This revision concerns the necessary procedures to create emission reduction credits (ERCs) from the reduction of volatile organic compounds (VOCs), oxides of nitrogen, oxides of sulfur, particulate matter and carbon monoxide emissions due to the permanent curtailment of burning rice straw. We are proposing to approve a local rule that provides administrative procedures for creating ERCs consistent with Clean Air Act (CAA or the Act) requirements.
The agency’s own summary, as published.

“For love of God, our air cannot afford us detegulating how we care for it! As a Bay Area resident, I fear our air will plummit to the state of Los Angeles if air quality regulations weaken. EPA, do your job and keep our environment thriving so our children can too! Please, do not take away a single regulations on the quality of our air so that big industry has less to worry about and can make more profit. It is NOT your job to protect businessss and corporations. It is your job to protect our environment and the people of this radiant country. Remember your mission.”

“All you need to do is visit China to know why our air quality (and other environmental regulations) must be upheld. I was there for two weeks AND NEVER SAW THE SUN, as a haze of pollution from coal engulfed both Shanghai and Beijing. The Clean Air and Clean Water Act were passed under the stewardship of Richard Nixon. Party affiliation should not, however, have any bearing on the necessary fight against the increasing devastation of climate change. Dismantling the good regulations promulgated (by both republicans and democrats) under these Acts is shortsighted and will hurt not only the ear...”

“We do not inherit the earth from our ancestors....we borrow it from our children. PLEASE do not reverse the progress that has been made. This ideology is not sustainable for people or the planet! Thank you”
