Summary

The Environmental Protection Agency (EPA or "Agency") proposes to approve through parallel processing a state implementation plan (SIP) revision submitted by the State of California to meet Clean Air Act (CAA or "Act") requirements for the 2006 fine particulate matter (PM<INF>2.5</INF>) national ambient air quality standards (NAAQS or "standards") in the San Joaquin Valley Serious nonattainment area. Specifically, the EPA proposes to approve through parallel processing the "Revision to the California State Implementation Plan for PM<INF>2.5</INF> Standards in the San Joaquin Valley" ("PM<INF>2.5</INF> Prior Commitment Revision" or "Revision"). We also propose to find that the State has complied with this commitment.
