On behalf of the Indiana State Police (ISP), I am submitting this notice in compliance with IC 4-22-2-19, which requires an agency to begin the rulemaking process not later than 60 days after the effective date of the statute that authorizes the rule. ISP was unable to begin the rulemaking process within 60 days of the statute authorizing the rule because it took time for ISP to identify all fees, fines, and penalties across various divisions. After finding authority for the fines, fees, and civil penalties, and identifying the fines and fees that needed to be included in administrative rules, ISP presented the fines and fees that were not written into law to the budget committee. The drafting of the proposed rule and regulatory analyses were completed and submitted for review to the Office of Management and Budget and State Budget Agency, and approval for rulemaking was granted on December 19, 2024.
