On behalf of the Indiana Department of Administration (IDOA), I am submitting this notice in compliance with IC 4-22-2-19(b), which requires an agency to begin the rulemaking process not later than 60 days after the effective date of the statute that authorizes the rule. IDOA did not begin the rulemaking process within 60 days because prior administrations determined it was unnecessary due to parking fees being charged, as they continue to be, by a private, contracted vendor and not directly imposed by IDOA. There has consistently been constructive notice of the parking fees because such fees have been posted at the entrance to all state parking facilities and visible to the public, as they are now. The current rule does not increase the parking fees that have been charged to the public prior to the rule.

IDOA has initiated the rulemaking process by publishing its Notice of First Public Comment Period in the Indiana Register on March 26, 2025 (DIN: 20250326-IR-025250152FNA).
