On behalf of the Indiana Department of Insurance (IDOI), I am submitting this notice in compliance with IC 4-22-2-19, which requires an agency to begin the rulemaking process not later than 60 days after the effective date of the statute that authorizes the rule. IDOI was unable to begin the rulemaking process within 60 days of the statute authorizing the rule because it took several months for IDOI to check statutes and rules for hundreds of fines, fees, and civil penalties. After finding authority for these fines, fees, and civil penalties, and identifying those that needed to be included in administrative rules, IDOI presented the fines, fees, and civil penalties that were not set forth in exact amounts to the budget committee.
