TITLE 888 INDIANA BOARD OF VETERINARY MEDICINE 60 Day Requirement (IC 4-22-2-19) LSA Document #25-432 On behalf of the Indiana State Board of Animal Health (BOAH), I am submitting this notice in compliance with IC 4-22-2-19, which requires an agency to begin the rulemaking process for new rules not later than 60 days after the effective date of the statutes that authorize and require the rules, unless a notice is filed with the publisher that includes the reasons why rulemaking began more than 60 days after the effective date. This rule required BOAH to appear before the State Budget Committee before the rulemaking process could begin. That appearance did not occur until August 6, 2025. An internal rulemaking workgroup was formed to prepare a rule that included the civil penalty schedule and complied with additional requirements set forth in IC 4-22-2-19.6. The rulemaking process was initiated on September 3, 2025, by publishing its Notice of First Public Comment Period (DIN: 20250903-IR-888250432FNA).
