Notice of Change in Justice-Involved Juvenile Benefit Coverage In accordance with public notice requirements established at 42 CFR 447.205, the Indiana Family and Social Services Administration (FSSA), Office of Medicaid Policy and Planning (OMPP) publishes this notice of proposed changes for the implementation of the Justice-Involved Juvenile benefit coverage. The public comment period is from November 26, 2025, through December 26, 2025. OMPP proposes to create a limited benefit package to apply to eligible juveniles within thirty (30) days before and thirty (30) days after they are released from incarceration in order to comply with statutory requirements in the Consolidated Appropriations Act, 2023 (CAA, 2023) (P.L. 117- 328). The benefit package will cover screening and diagnostic services in accordance with Early Periodic Screening, Diagnostic, and Treatment (EPSDT) requirements, as well as targeted case management. This will allow the evaluation of health needs pre-release as well as referrals for follow-up post-release, prior to when the juvenile’s full Medicaid coverage can be reinstated from the suspended status. The proposed change is estimated to be budget neutral in annual aggregate expenditures.
