Under IC 4-22-2-23, notice is hereby given that on June 19, 2026, at 11:00 a.m., at 1302 North Meridian Street, Suite 7172, Indianapolis, Indiana, the Indiana Horse Racing Commission (IHRC) will hold a public hearing on amending rules at 71 IAC 13.5-1-1, 71 IAC 13.5-2-1, and 71 IAC 13.5-2-2 concerning updating the definition of "Indiana bred", the eligibility requirements for a thoroughbred foal's dam for the foal to be considered Indiana bred, and the requirements for registering a thoroughbred foal with IHRC. The purpose of this hearing is to receive comments from the public prior to consideration of adoption of these rules by IHRC. All interested parties are invited and will be given reasonable opportunity to express their views concerning the proposed amendments. If IHRC does not receive substantive comments during the public comment period or public hearing, the rule may be adopted with text that is the same as or does not substantially differ from the proposed rule published in the Notice of First Public Comment Period. The public may attend the IHRC meeting in person or join by going to the link provided on the IHRC Rules website. Copies of these rules are now on file at the Indiana Horse Racing Commission, 1302 North Meridian Street, Suite 175, Indianapolis, Indiana and are open for public inspection and copying.
