The proposed rule amends existing ethics training requirements for lobbyists and clients, mandating that they complete an online ethics training course every two years, starting with the 2023-2024 biennial period. Organizations must have a designated Responsible Party to complete the training on their behalf, and specific timelines for when to complete the training are established.
