DATE AND TIME: PREHEARING CONFERENCE DATE AND TIME: Tuesday, October 20, 2026, at 9:30 a.m. HEARING DATE AND TIME: Tuesday, November 3, 2026, immediately following the Commission’s regularly scheduled Agenda Conference which commences at 9:30 a.m. November 4–6, 2026, have also been reserved for continuation of the hearing, if needed. The starting time of the next day’s session will be announced at the conclusion of the prior day. The hearing may be adjourned early if all testimony is concluded. PLACE: Room 148, Betty Easley Conference Center, 4075 Esplanade Way, Tallahassee, Florida. Subject: The FLORIDA PUBLIC SERVICE COMMISSION (Commission) announces a prehearing conference and a hearing in the following dockets to which all persons are invited. Docket No. 20260001-EI - Fuel and purchased power cost recovery clause with generating performance incentive factor. Docket No. 20260002-EG - Energy conservation cost recovery clause. Docket No. 20260003-GU - Purchased gas adjustment (PGA) true-up. Docket No. 20260004-GU - Natural gas conservation cost recovery. Docket No. 20260007-EI - Environmental cost recovery clause. The purpose of this prehearing conference is to: (1) simplify the issues; (2) identify the positions of the parties on the issues; (3) consider the possibility of obtaining admissions of fact and of documents which will avoid unnecessary proof; (4) identify exhibits; (5) establish an order of witnesses; and (6) consider such other matters as may aid in the disposition of the action. GENERAL SUBJECT MATTER TO BE CONSIDERED AT THE HEARING: The purpose of this hearing shall be to receive testimony and exhibits and to take final action relative to issues and subjects including, but not limited to, the following: 1. Determination of the Projected Levelized Fuel Adjustment Factors for all investor-owned electric utilities for the period January 2027 through December 2027. 2. Determination of the Estimated Fuel Adjustment True-Up Amounts for all investor-owned electric utilities for the period January 2026 through December 2026. 3. Determination of the Final Fuel Adjustment True-Up Amounts for all investor-owned electric utilities for the period January 2025 through December 2025, which are to be based on actual data for that period. 4. Determination of Generating Performance Incentive Factor Targets and Ranges for the period January 2027 through December 2027. 5. Determination of Generating Performance Incentive Factor Rewards and Penalties for the period January 2025 through December 2025. 6. Determination of the Projected Capacity Cost Recovery Factors for the period January 2027 through December 2027, including nuclear costs. 7. Determination of the Estimated Capacity Cost Recovery True-Up Amounts for the period January 2026 through December 2026, including nuclear costs. 8. Determination of the Final Capacity Cost Recovery True-Up Amounts for the period January 2025 through December 2025, which are to be based on actual data for that period. 9. Determination of the Projected Conservation Cost Recovery Factors for certain investor-owned electric and gas utilities for the period January 2027 through December 2027. 10. Determination of Conservation Actual/Estimated True-Up Amounts for certain investor-owned electric and gas utilities for the period January 2026 through December 2026. 11. Determination of the Final Conservation True-Up Amounts for certain investor-owned electric and gas utilities for the period January 2025 through December 2025, which are to be based on actual data for that period. 12. Determination of the Projected Purchased Gas Adjustment Cost Recovery Factors for the period January 2027 through December 2027. 13. Determination of the Actual/Estimated Purchased Gas True-Up Amounts for the period January 2026 through December 2026. 14. Determination of the Final Purchased Gas True-Up Amounts for the period January 2025 through December 2025, which are to be based on actual date for that period. 15. Determination of the Projected Environmental Cost Recovery Factors for the period January 2027 through December 2027. 16. Determination of the Actual/Estimated Environmental Cost Recovery True-Up Amounts for the period January 2026 through December 2026. 17. Determination of the Final Environmental Cost Recovery True-Up Amounts for the period January 2025 through December 2025, which are to be based on actual data for that period. The purpose of this hearing is also to consider any motions or other matters that may be pending at the time of the hearing. The Commission may rule on any such motions from the bench or may take the matters under advisement. This proceeding shall: (1) allow the parties to present evidence and testimony in support of their positions; and (2) allow for such other purposes as the Commission may deem appropriate. All witnesses shall be subject to cross-examination at the conclusion of their testimony. The hearing will be governed by the provisions of Chapters 120 and 366, Florida Statutes, and Chapters 25-22 and 28-106, Florida Administrative Code. Interested persons may request to be listed as an interested person for these dockets, in which case they will receive notices and orders published and issued in these dockets.
