Statutory authority: Public Service Law, sections 65, 66; Accelerated Re- newable Energy Growth and Community Benefit Act, section 8 (L. 2020, ch. 58, part JJJ) Subject: Host Community Benefit Program Implementation Plan. Purpose: To approve, with modifications, the Village of Groton’s September 9, 2025 HCBP Implementation Plan. Substance of final rule: The Commission, on September 17, 2026, adopted an order approving, with modifications, the Village of Groton’s Host Community Benefit Program (HCBP) Implementation Plan, filed September 9, 2025. The Village of Groton shall file tariff amendments, on not less than seven days’ notice, to become effective October 1, 2026, to implement the HCBP. The Village of Groton is authorized to recover the one-time incremental costs associated with implementation of the HCBP through its purchase power adjustment charge, subject to the terms and conditions set forth in the order.
