No. PSC-50-21-00011-A Filing Date: 2026-09-18 Effective Date: 2026-09-18 PURSUANT TO THE PROVISIONS OF THE State Administrative Pro- cedureAct, NOTICE is hereby given of the following action: Action taken: On 9/17/26, the PSC adopted an order approving, with modifications New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation’s (RG&E) Host Community Ben- efit Program (HCBP) Implementation Plan, filed on September 30, 2021. Statutory authority: Public Service Law, sections 65, 66; Accelerated Re- newable Energy Growth and Community BenefitAct, section 8 Subject: Host Community Benefit Program Implementation Plan. Purpose: To approve, with modifications, NYSEG and RG&E’s Septem- ber 30, 2021 HCBP Implementation Plan. Substance of final rule: The Commission, on September 17, 2026, adopted an order approving, with modifications, New York State Electric & Gas Corporation (NYSEG) and Rochester Gas and Electric Corpora- tion’s (RG&E) Host Community Benefit Program (HCBP) Implementa- tion Plan, filed on September 30, 2021. NYSEG and RG&E shall file tariff amendments, on not less than seven days’ notice, to become effective October 1, 2026, to implement the HCBP. NYSEG and RG&E are autho- rized to defer the one-time incremental costs associated with implementa- tion of the HCBP for future recovery from customers, subject to carrying costs at the authorized pre-tax rate of return of each utility, subject to the terms and conditions set forth in the order.
