FOR: CONTINUATION OF ENERGY EMERGENCY AND WAIVER OF GAS EXCISE TAX WHEREAS, on August 5, 2026, I signed Executive Order 26-20 which declared an energy emergency for all counties in the State of Indiana beginning on August 7, 2026; WHEREAS, on September 28, 2026, I signed Executive Order 26-33 which renewed the energy emergency for all counties in the State of Indiana for thirty days from October 6, 2026; WHEREAS, recent Houthi drone attacks in Saudi Arabia have shut down the East-West Pipeline which accounts for 7% of the world's oil supply; WHEREAS, military advances by the rebel Houthis in Yemen threaten to paralyze oil shipments in the Red Sea; WHEREAS, the conflict between Russia and Ukraine continues to disrupt global crude oil supply; WHEREAS, as a result of the expanded conflict, Russia's oil refining capacity continues to be among the lowest this century; WHEREAS, Russia is the world's second-largest exporter of oil and Russia's exports represent approximately 11% of global crude oil; WHEREAS, these disruptions have triggered realignment of the global oil supply chain, as refiners pivot to meet demand for middle distillates; WHEREAS, under IC 10-14-3-13, the governor may suspend and modify transportation related requirements, including state pollution control standards and requirements affecting or affected by the use of energy, standards or requirements relating to air or water quality control, and the provisions of any state statute regulating transportation or...

STATE OF INDIANA EXECUTIVE DEPARTMENT INDIANAPOLIS EXECUTIVE ORDER: 26-34 FOR: CONTINUATION OF ENERGY EMERGENCY AND WAIVER OF GAS EXCISE TAX TO ALL WHOM THESE PRESENTS MAY COME, GREETINGS. NOW, THEREFORE, I, MIKE BRAUN, by virtue of the authority vested in me as the Governor of the State of Indiana, do hereby order the following: Mike Braun Governor of Indiana ATTEST: Diego Morales Secretary of State Legislative Services Agency Fiscal Statement as required by IC 2-5-1.1-7.
