Reg. 7682; June 5, 2026 5) Reason for the Withdrawal: This portion of the law on aggregate reinsurance sunsets in 2028, and the Department expects any replacement language will address this issue. Providing clarity in the law is preferable to defining "event" via regulation. In the meantime we do not believe the current language puts Illinois farm mutuals at significant risk, and we are concerned about unintended consequences for farm mutuals and their partner reinsurers, as farm mutuals investigate aggregate reinsurance for next year. Code 160) 50 Ill. Reg. 7578 ILLINOIS DEPARTMENT OF LABOR NOTICE OF PUBLIC INFORMATION NOTICE OF VIOLATION OF PREVAILING WAGE ACT 1. Statutory Authority: Pursuant to section 11a of the Prevailing Wage Act, 820 ILCS 130/0.01-12 (2000), the Director of the Department of Labor shall publish in the Illinois Register no less often than once each calendar quarter a list of contractors or subcontractors found to have disregarded their obligations to employees on 2 separate occasions within 5 years under this Act. 2. Name of Contributor: Seven Brothers Painting, Inc. 3. Date of Violation: May 5, 2025 4. Description of Violation: Seven Brothers Painting Inc., violated the Act when it failed to pay its employees the applicable painter classification prevailing wage rate resulting in underpayments in excess of $20,000 when performing work on two (2) public works projects for the Village of Mundelein and the Village of East Dundee for water tower sand blasting and painting. 5. Summary of Action Taken by the Agency: The Department of Labor conducted an audit finding the underpayments had occurred. Demand letters were issued for the two separate public works projects for the total amount of the prevailing wage rate underpayments and a 20% penalty payable to the Department. The Department collected all underpayments and processed all underpayments for presentment to the contractor's employees. The Department sent Notice of Violations pursuant to the Act to Seven Brother Painting, Inc. with notification that it was subject to being debarred from any public works project for a period of 4 years due to disregarding its obligations on two (2) separate occasions within a 5-year period pursuant to the Act. After applicable appeal periods had been exhausted, the Department proceeded to publish the Contractor's name on its Public Works Debarred Contractors website page notifying the public Seven Brothers Painting, Inc. is prohibited from an award of a contract or a subcontract for any public works projects for a period of four (4) years effective May 5, 2025. Similar notice was provided by the Illinois Department of Labor in the Illinois Register on June 5, 2026. PROCLAMATIONS 2026-254 Flag Lowering – Dolly Parton (Revised) WHEREAS, Dolly Rebecca Parton was born on January 19, 1946, to Avie Lee Caroline Parton and Robert Lee Parton, Sr.; and, WHEREAS, born the fourth of twelve children, Dolly began performing as a child at church, on local variety shows, and first guest-performed at the Grand Ole Opry as a teenager before moving to Nashville after she graduated from high school; and, WHEREAS, her career changed in 1967, when she joined Porter Wagoner on his weekly syndicated television program and his road show; and, WHEREAS, during and after her time on the Porter Wagoner show, she began her solo career with hits like "Joshua," "Jolene," "Love Is Like a Butterfly," and "I Will Always Love You"; and, WHEREAS, shifting to a career outside of Nashville, her time in Hollywood brought talk shows, specials, and a series of her own in 1976, along with movies; and, WHEREAS, in 1985, she opened Dollywood, a theme park in eastern Tennessee, which is now one of the South's leading tourist attractions; and, WHEREAS, Dolly brought the Imagination Library to life in 1995, giving a monthly free book to children from birth to five years of age, spreading from its initial goal of bringing Tennessee children books to an international focus; and, WHEREAS, with full coverage in 91 of Illinois' 102 counties, Dolly has left her mark on Illinois children under the age of five, with the Imagination Library sending more than 111,000 children free books in the mail; and, WHEREAS, she has won multiple awards and recognition throughout her career, with some highlights including: thirteen Academy of Country Music awards, ten Grammys, and nine Country Music Association awards as of April 2022, the Nashville Songwriters Hall of Fame in 1986, an inductee in the Country Music Hall of Fame in 1999, the Songwriters Hall of Fame in 2001, the Recording Academy honored her with a Lifetime Achievement Award in 2011; and, WHEREAS, she was presented with the Living Legend Award by the Library of Congress in 2004, a National Medal of Arts honoree in 2005, a Kennedy Center Honors recipient in 2006, and inducted into the Rock & Roll Hall of Fame in 2022; and, PROCLAMATIONS WHEREAS, Dolly passed away on August 25, 2026; THEREFORE, I, JB Pritzker, Governor of the State of Illinois, do hereby order all persons or entities governed by the Illinois Flag Display Act to lower flags to half-staff from sunrise on August 26, 2026, till sundown on September 1, 2026, in honor and remembrance of Dolly Parton. Issued by the Governor: August 26, 2026 Filed by the Secretary of State: August 26, 2026 2026-256 GUBERNATORIAL DISASTER PROCLAMATION WHEREAS, the State of Illinois has experienced record-breaking weather patterns of severe storms generating tornadoes, heavy rainfall, flash flooding, hail, and straight-line winds that have caused widespread damage and destruction; and, WHEREAS, in 2026, the State of Illinois has led the nation in tornadoes with an approximate 210 tornadoes thus far verified by the National Weather Service; and, WHEREAS, these multiple rounds of severe storms, some as recent as mid to late August, have delayed recovery and required continuous activation of emergency measures and resources across Illinois and, in particular, in the Counties of Champaign, Cook, Ford, Fulton, McLean, Tazewell, Vermilion, and Will to protect the health, safety, and welfare of the people in the affected communities. These communities continue recovering from the devastating tornadoes and severe storms and will do so for the foreseeable future; and, WHEREAS, local resources and capabilities in the affected counties and communities have been exhausted, and State resources are needed to assist responding to and recovering from the effects of these storms including protecting public health and safety and lessening or averting the threats of more severe and lasting harm; and, WHEREAS, these conditions provide legal justification under section 7 of the Illinois Emergency Management Agency Act for the issuance of a proclamation of disaster. NOW, THEREFORE, I, JB Pritzker, Governor of the State of Illinois, pursuant to the executive authority vested in me by the Illinois Constitution and laws, and in the interest of aiding the people of Illinois and the local governments responsible for ensuring public health and safety, hereby proclaim as follows: PROCLAMATIONS Section 1: Pursuant to the provisions of Section 7 of the Illinois Emergency Management Agency Act, 20 ILCS 3305/7, I find that a disaster continues to exist within the State of Illinois and specifically declare each of these counties a disaster area: Champaign, Cook, Ford, Fulton, McLean, Tazewell, Vermilion, and Will. Section 2: IEMA-OHS is directed to continue implementation of the State Emergency Operations Plan and coordinate State resources to support local governments in disaster response and recovery operations. Section 3: The Illinois Department of Transportation, Illinois Environmental Protection Agency, and Illinois Department of Commerce and Economic Opportunity shall assist local governments with response and recovery efforts as appropriate. All other State agencies are directed to collaborate with IEMA-OHS to identify and enable capabilities for disaster response and recovery activities. Section 4: To aid with emergency purchases necessary for response and other emergency powers as authorized by the Illinois Emergency Management Agency Act, the provisions of the Illinois Procurement Code, Joint Purchasing Act, and State Property Control Act that would in any way prevent, hinder or delay necessary action in coping with the disaster are suspended to the extent they are not required by federal law. Section 5: To aid with disposal of debris caused by these severe storms, including but not limited to the use of incineration devices, all statutory and regulatory provisions that require permitting or licensing that in any way prevent, hinder or delay necessary action in coping with the disaster are suspended to the extent they are not required by federal law. Section 6: This proclamation can facilitate requests for federal and State disaster assistance as identified by the State agencies. To aid with recovery efforts, provisions of the Grant Accountability and Transparency Act (GATA) and regulations promulgated thereunder that in any way prevent, hinder or delay necessary action in coping with the disaster, are suspended to the extent they are not required by federal law. Section 7: This proclamation shall be effective immediately and remain in effect for 30 days.
