Summary
The Legislature passed approximately seven bills affecting towing provisions in the 2025 and 2026 sessions. These bills changed policies relating to removing personal property from a towed vehicle, complex recovery tows, credit card fees, the role and authority of the operator of a towed vehicle that may not be the owner, the general authority of the Utah Department of Transportation (UDOT) to enforce towing provisions, and other issues.
