Statutory authority: EXPRESS NY Initiative (Expediting Processes and Regulations to Enable Streamlined Services) - New York State effort to identity and reform or eliminate outdated and excessive regulations; Exec- utive Law, section 837(14) - Division of Criminal Justice Services (DCJS) authority to “[d]o all other things necessary or convenient to carry out the functions, powers and duties [of DCJS]” Subject: Neighborhood Preservation Crime PreventionAct Guidelines. Purpose: Repeal unnecessary regulations relating to funding programs under the 1983 Neighborhood Preservation Crime PreventionAct.
