DATE AND TIME: Oct. 29, 2026, 4 p.m. – 7 p.m. PLACE: Gardenville Recreation Center, 6219 Symmes Road, Gibsonton, Florida 33534. Subject: The purpose of this public meeting is to obtain public comment on the draft underground injection control permit (File No. 0441618-003-004-UC/1EX, WACS ID 108120) for Mosaic Fertilizer, LLC (Mosaic). The draft permit proposes to authorize the construction of two Class V, Group 9, exploratory wells and an associated monitor well at the Mosaic Riverview facility, located at 8813 U.S. Highway 41 S., Riverview, Florida, in Hillsborough County. The proposed exploratory wells are designed to be constructed to a total depth of 3,500 feet below land surface. Injection or disposal of wastewater is not authorized under this draft permit. The information from the exploratory wells and associated monitor well would be used to provide additional information to evaluate the suitability of the subsurface geology and confinement for potential underground injection activities. Any underground injection of wastewater would require a separate permit authorization. Mosaic submitted its application for the exploratory wells and associated monitor well on June 24, 2026. The draft permit was issued on Sept. 23, 2026. The Notice of Draft Permit was published in the Tampa Bay Times on Sept. 27, 2026. During this open-house style public meeting, representatives of both DEP and Mosaic will be available to answer questions and provide information about the draft permit, the proposed exploratory wells and proposed monitor well. All comments made by interested parties during the public comment period shall be considered in determining final agency action in accordance with Rule 62-528.330, Florida Administrative Code.   A copy of the agenda may be obtained by contacting: Richard Lobinske, DEP Drinking Water and Aquifer Protection Program, by U.S. mail at 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399, by phone at 850-245-8655 or by email at APP@FloridaDEP.gov.
