Description of Subjects/Issues The Colorado Public Utilities Commission issues this Notice of Proposed Rulemaking (“NOPR”) to amend the Commission’s Rules Regulating Electric Utilities, 4 Code of Colorado Regulations (“CCR”) 723-3, to implement certain provisions of House Bill (“HB”) 26 1007 related to meter collar adapters. The 2026 Colorado General Assembly recently enacted through HB 26-1007 provisions related to meter collar adapters with the aim to reduce or avoid costly and time consuming service panel upgrades when electric utility customers interconnect distributed energy resources (“DERs”). The new statutory provisions, codified primarily at § 40-2-124(1.3), C.R.S., apply to investor-owned electric utilities as well as cooperative electric associations, both of which are statutorily defined as qualifying retail utilities subject to the interconnection rules adopted by the Commission. Municipally owned electric utilities are further required to adopt interconnection standards that are functionally similar to those established by the Commission. However, § 40-2-124(7)(c), C.R.S., codifies the specific requirements that apply to municipally owned electric utilities. Comments A remote public hearing on the Proposed Rules and related matters shall be held as follows: DATE: November 9, 2026 TIME: 11:30 a.m. PLACE: By video conference using Zoom at a link provided in the calendar of events posted on the Commission's website: https://puc.colorado.gov/. At the time set for hearing in this matter, interested persons may submit written comments and may present these orally unless the Administrative Law Judge deems oral comments unnecessary. Interested persons may file written comments in this matter. The Commission requests that initial written comments be submitted no later than Wednesday, October 21, 2026, and any written comments responsive to the initial comments be submitted no later than Wednesday, October 28, 2026. The Commission will consider all submissions, whether oral or written. The Commission prefers that comments be filed into this Proceeding using the Commission's E Filings System at: https://www.dora.state.co.us/pls/efi/EFI.homepage.
