Summary

The Energy Efficient Building Act (EEB) requires the adoption of a Stretch Energy Code with separate components for Commercial and Residential buildings. The EEB sets forth maximum site energy indexes relative to the 2006 International Energy Conservation Code (IECC) which are achieved by amending the reference codes with Illinois-specific amendments. The Stretch Energy Code is an optional code that municipalities may adopt; for State facilities, the Illinois Commercial Stretch Energy Code applies to all projects to which an energy conservation code is applicable that are authorized or funded in any part by the Capital Development Board after July 1, 2024. The EEB also requires the adoption of the Illinois Energy Conservation Code. The current rulemaking updates the referenced IECC from the 2021 edition to the 2024 edition and adds an additional compliance path. No changes are being made to Appendix A. The Board, through Appendix B in this Part, is recommending adaptations to various sections of the 2024 IECC removing the reference to Final Draft. This Appendix supplants and adds sections on administration, definitions, and various technical sections related to building envelope; electrical power and lighting systems; additional efficiency, renewable and load management requirements; simulated building performance; passive building compliance option; alterations; electric vehicle infrastructure; demand responsive controls; electric energy storage; total building performance for commercial buildings. The Board, through amendments to Appendix C in this Part, is recommending adaptations to various sections of the 2021 IECC. This Appendix supplants and adds sections related to administration, definitions, building envelope requirements, electrical power and lighting systems, simulated building performance, additions, alterations and repairs of existing buildings, alternative compliance methods, duct and ventilation requirements, electric vehicle charging infrastructure, demand-responsive controls, electric-ready provisions, renewable energy infrastructure, and all-electric provisions for residential buildings.
