State agencies are required to publish notice of their rulemaking action in the State Register. Published every Monday, the State Register makes it easy to follow and participate in the important rulemaking process. Approximately 80 state agencies have the authority to issue rules. Each agency is assigned specific Minnesota Rule chapter numbers. Every odd-numbered year the Minnesota Rules are published. Supplements are published to update this set of rules. Generally speaking, proposed and adopted exempt rules do not appear in this set because of their short-term nature, but are published in the State Register. An agency must first solicit Comments on Planned Rules or Comments on Planned Rule Amendments from the public on the subject matter of a possible rulemaking proposal under active consideration within the agency (Minnesota Statutes §§ 14.101). It does this by publishing a notice in the State Register at least 60 days before publication of a notice to adopt or a notice of hearing, or within 60 days of the effective date of any new statutory grant of required rulemaking. When rules are first drafted, state agencies publish them as Proposed Rules, along with a notice of hearing, or a notice of intent to adopt rules without a hearing in the case of noncontroversial rules. This notice asks for comment on the rules as proposed. Proposed emergency rules, and withdrawn proposed rules, are also published in the State Register. After proposed rules have gone through the comment period, and have been rewritten into their final form, they again appear in the State Register as Adopted Rules. These final adopted rules are not printed in their entirety, but only the changes made since their publication as Proposed Rules. To see the full rule, as adopted and in effect, a person simply needs two issues of the State Register, the issue the rule appeared in as proposed, and later as adopted. Minnesota Rules, Part 7861.0260, subpts. 2 and 4; Revisor’s ID Number R-04986 The Minnesota Gambling Control Board is withdrawing its proposed amendments to rules relating to Merchandise Prizes that were published in the State Register on June 22, 2026 (50 SR 2026). This withdrawal specifically addresses the proposed changes, additions, and deletions to Minnesota Rules part 7861.0260. The remaining proposed rules identified in the Minnesota Gambling Control Board’s publication in the State Register on June 22, 2026 remain intact and unchanged. The Minnesota Gambling Control Board determined that it is not in the best interests of the State of Minnesota to continue with the identified proposed amendments on account of the possibility of misuse and confusion. Therefore, the Minnesota Gambling Control Board withdraws the following proposed amendments: Minnesota Rules, part 7861.0260. Statutory Authority: Section 1905(a)(25) of the Social Security Act Contact: Leah.S.Montgomery@state.mn.us Minnesota Department of Natural Resources Division of Fish and Wildlife Request for Comments for Special Provisions for Keystone Woods Wildlife Management Area; Revisor’s ID Number R-4996 Subject of the Rule. The Minnesota Department of Natural Resources (DNR) is requesting comments on possible rule amendments that extend a longstanding history of nontoxic ammunition use on land acquired for the Keystone Woods Wildlife Management Area (WMA) in northern Washington County. Keystone Woods WMA users would be required to possess only nontoxic ammunition when in the wildlife management area. In one exception, persons who possess a valid permit to carry a pistol could possess ammunition that does not meet nontoxic requirements, but they would not be allowed to use the pistol with lead ammunition to take wild animals on Keystone Woods WMA. PersonsAffected. The Minnesota DNR is seeking input from anyone interested in the proposed permanent nontoxic ammunition requirement at Keystone Woods WMA. Persons potentially affected by this rule include squirrel and rabbit hunters, trappers who use firearms to dispatch their catch, upland bird hunters, big game hunters, muzzleloader hunters and other hunters who might otherwise use lead ammunition and would be required to transition to nontoxic alternatives to hunt at Keystone Woods WMA. Falconers whose birds may be exposed to spent lead ammunition may also be affected. Non-hunting users—such as wildlife watchers, hikers, and other recreationists—as well as adjacent landowners and residents may also have perspectives on how the requirement influences use of the area. The City of Hugo, May Township, and Washington County may experience administrative impacts associated with changes in recreational use patterns and increased constituent communication needs, particularly where municipal and county park boundaries are adjacent to Keystone Woods WMA. The request for comments is also intended to gather input from organized stakeholders, including conservation groups, hunting and trapping organizations, and other interested parties, as well as tribal governments. StatutoryAuthority. The Minnesota DNR’s statutory authority to adopt this rule governing wildlife management areas is established in Minnesota Statutes, section 86A.06, which provides that each managing agency shall promulgate rules relating to units of the outdoor recreation system within its jurisdiction and administer those units in the manner specified in section 86A.05 and applicable laws. Authority to regulate the use of wildlife management areas, including hunting and related activities, is established in Minnesota Statutes, section 86A.05, subdivision 8(c), which directs that wildlife management areas be administered to perpetuate and, if necessary, reestablish quality habitat for maximum production of a variety of wildlife species, while ensuring public uses such as hunting, fishing, and trapping remain consistent with resource limitations and protection of habitat and wildlife populations. The DNR’s authority to protect species of wild animals is established in Minnesota Statutes, section 97A.045, subdivision 2(a), which authorizes the commissioner to further limit or close seasons or areas, or reduce limits, as necessary to prevent depletion or extinction and to promote propagation. Authority to regulate public access and use of wildlife management areas, including closures, is established in Minnesota Statutes, section 97A.137, subdivisions 1 and 2, which provide that areas are open to hunting and fishing unless closed by rule or posting, and authorize the commissioner to designate and post closed areas to minimize wildlife disturbance, with entry allowed only as authorized by rule or permit. The DNR’s authority to prescribe restrictions on taking deer is established in Minnesota Statutes, section 97B.311(a), which authorizes the commissioner, by rule, to prescribe restrictions for taking deer by firearms, muzzleloading firearms, Page 322 Minnesota State Register, Tuesday 8 September 2026 (Cite 51 SR 322) Official Notices and archery. Minnesota communities will be eligible to be awarded grants for improving indoor air quality in ice arenas or eliminating R-22 refrigerant. Grant applications must come from a local government unit (LGU), a political subdivision of the State. The LGU will be the fiscal agent for the grant funds and will execute the application form and resolution. The grants are for reimbursement of costs for completed projects. Mighty Ducks grants are end-grants, meaning the grant reimburses the grantee after the project has been completed. It requires the grantee to provide upfront financing during development of the project, with state reimbursement after project completion and occupancy. The MASC reserves the right to cancel or amend this solicitation if it is in its best interest. LEGISLATIVEAUTHORITY Statutory authority for this program is found in Minnesota Statutes Section 240A.09, as amended in 2020. ELIGIBILITY REQUIREMENTS & EXCLUSIONS Requirements: • Replacement of ice-making systems in existing public facilities that use R-22 as a refrigerant with systems that use an alternative non-ozone-depleting refrigerant; OR • Indoor air quality improvements: ○ “Indoor air quality improvements,” is defined in Minnesota Statute 240A.09 as the renovation or replacement of heating, ventilating, and air conditioning systems in existing indoor ice arenas whose ice resurfacing and ice edging equipment are not powered by electricity in order to reduce concentrations of carbon monoxide and nitrogen dioxide. The new or renovated systems may include continuous electronic air monitoring devices to automatically activate the ventilation systems when the concentration of carbon monoxide or nitrogen dioxide reaches a predetermined level. • Proposals must come from one local government unit (LGU). • Required minimum 50% matching funds from non-state sources. Exclusions: • Electric ice resurfacers are NOT eligible to receive funding through the 2026 grant program. • Institutions of higher education are not eligible to receive a grant. Eliminating R-22 refrigerant for direct systems; 2. Eliminating R-22 refrigerant for indirect systems; and 3. Improving indoor air quality. PROPOSALCONTENT A complete application will include:

4. Responses addressing the following tasks presented for the grant type you are seeking (see Grant Types listed

above). Forms and sample materials available at https://www.mnsports.org/mighty-ducks-grant-program/ TASKS Applicants are asked to complete the following tasks:

1. Describe the Project.

a. For R-22 Related Grants Indicate whether the project will replace a direct or indirect refrigeration system and what the new refrigerant will be. b. ForAir-Quality Grants Describe the project and how it will improve indoor air quality, and by how much it will improve. If the project includes adding electronic control/monitoring systems, describe the anticipated energy savings in addition to the improvement to air quality.

3. Local Financial Commitment. The LGU is required to provide documentation of funds secured. All awards

must be matched by non-state funds equal to or greater than the award amount.

5. Operating Budget. Describe the annual operating costs of the current refrigeration system and compare it to

the annual operating cost for the new system. 6. Describe Partnerships between and among local government units and/or private non-profit groups. 7. Describe Gained Efficiencies. Explain increases in operating efficiency, both monetary and environmental. 8. (Optional). Respondents may submit additional information and documentation if they enhance the goals of the project. GRANTAMOUNT The MASC is authorized by the 2026 Legislature to appropriate up to $750,000 for this program, with limitations on each individual grant amount listed below.

1. Direct R-22 Refrigerant Elimination. Communities may apply for up to $500,000 per ice center to replace an

existing R-22 direct refrigeration system.

2. Indirect R-22 Refrigerant Elimination. Communities may apply for up to $250,000 ice center to replace an

existing R-22 indirect refrigeration system.

3. Indoor Air Quality Improvement. Communities may apply for up to $25,000 per ice center for the replacement,

renovation, or addition of automated systems controls for HVAC systems to improve indoor air quality and reduce energy costs. EVALUATION & DISTRIBUTION OFAWARDS The Mighty Ducks Committee, a sub-committee of MASC, and individuals assigned by MASC Commissioners will (Cite 51 SR 325) Minnesota State Register, Tuesday 8 September 2026 Page 325 State Grants & Loans evaluate the submitted evaluations. To the extent possible, the MASC will attempt to balance awards between the metro area and greater Minnesota. The MASC will make final determinations for grant awards and will prioritize awards based on the eligibility criteria, responses to tasks, and project timeline. STATE CONTRACT RULES State of Minnesota contract rules will apply to this project. 2. Enhance Lottery Image - the event, sports team, or venue should be a reputable, safe, and well-run event and

organization that enhances the Lottery’s brand. The Lottery's presence should fit well within the lineup of other sponsors and participants. The Lottery is interested in sponsorships that can promote Lottery products, either via on-site sales from a Lottery booth, from sales-generating promotions with Lottery retailers, or from joint programs with the sponsor's media or other sponsorship partners.

3. Provide Promotional Extensions - the event, sports team, or venue proposal should offer exciting, value-

added ways to interact with attendees and have opportunities to motivate attendees, listeners, and viewers to participate in and purchase Lottery games. The proposal must include staffing support, or other considerations to help the Lottery implement any appropriate promotional extension ideas.
