For purposes of this rule, the following terms shall have the following meanings:
1. Chief executive official: The individual, whether elected or
appointed, who is legally authorized to serve as the head of a criminal justice or public safety agency and who has ultimate executive responsibility and accountability for the agency’s operations, personnel, resources, policies, and compliance with applicable law. The term includes a sheriff, chief of police, commissioner, director, superintendent, executive director, or similarly situated agency head. It does not include an appointing authority, governing board, mayor, county administrator, or other official who oversees the agency but does not exercise executive authority over its operations.
2. Criminal justice agency: A public agency at the state,
county, or municipal level that performs substantial activities relating to the identification, apprehension, prosecution, adjudication, detention, correction, supervision, or rehabilitation of criminal offenders.
3. ORI: Originating Agency Identifier, the official identifier
assigned by the Federal Bureau of Investigation to a criminal justice or public safety agency.
4. Public safety agency: A governmental agency with primary
responsibility for protecting life, property, or public order and that has been assigned an ORI.
5. Sworn personnel: Employees or officials of a reporting agency
who are sworn law enforcement officers or otherwise possess law enforcement authority recognized by law.
6. Unsworn personnel: Employees of a reporting agency who do not

Every criminal justice agency and public safety agency in Alabama with an assigned active ORI shall report agency personnel statistics to the ALEA CJIS Division in accordance with this rule. 1. Each reporting agency shall provide the total number of full-
time employees with the agency as of the reporting date by Sworn and Unsworn personnel.
2. The ALEA CJIS Division may prescribe forms, instructions, and
submission specifications necessary to ensure uniform statewide reporting.
3. The ALEA CJIS Division may also request additional

If a due date falls on a weekend or state holiday, the report shall be due on the next business day.
