Additionally, this rulemaking updates Rule 14 to incorporate by reference the Multi-State Lottery Association (MUSL) rules for Mega Millions, Powerball, Powerball Double Play, Powerball Power Play, and Millionaire for Life. This transition to incorporation by reference improves regulatory efficiency by eliminating redundant internal regulations while standardizing game administration. These amendments clarify that Colorado Lottery Rules and Colorado Statute maintain primacy over any incorporated MUSL rules in the event of a conflict, ensuring that state-level regulatory authority is preserved. This approach also corrects and clarifies the existing framework for Millionaire for Life, which was previously the only game subject to incorporation by reference.
