On August 5, 2026, the Department of Environmental Protection (Department) received a letter from the Marcellus Shale Coalition withdrawing a petition previously accepted for study by the Environmental Quality Board (Board) on December 9, 2025. The petition, submitted by the Marcellus Shale Coalition, the Pennsylvania Coal Alliance and the Pennsylvania Independent Oil and Gas Association, requested amendments to 25 Pa. Code Chapters 78 and 78a (relating to oil and gas wells; and unconventional wells) to clarify how attainable bottom is determined and how the plugging of wells should proceed once that determination has been made. The Board was informed of the petition's withdrawal on August 11, 2026. The petition withdrawal letter is accessible on the Department's website at pa.gov/agencies/dep (select ''Public Participation,'' then ''Environmental Quality Board,'' then navigate to the Board meeting of August 11, 2026).
