Notwithstanding any other law, emergency rules adopted pursuant to this subsection are effective for 6 months after adoption and may be renewed during the pendency of procedures to adopt permanent rules addressing the subject of the emergency rules." The permanent rules are pending the procedures of adoption, and the continued need to maintain operations of the grant program necessitate the renewal of these rules. REASON FOR CONCLUDING THAT THE PROCEDURE IS FAIR UNDER THE CIRCUMSTANCES: The procedures are fair in that they provide equal opportunity to any local law enforcement agency in the State of Florida to apply for grant fund reimbursements pursuant to the Florida Legislature's requirements.
