The State Board of Veterinary Medicine (board) amends § 31.41 (relating to schedule of fees), pertaining to fees for veterinarians and certified veterinary technicians, and § 31.104 (relating to schedule of fees), pertaining to fees for registered animal protection organizations (APO) and euthanasia technicians, to read as set forth in Annex A. This final-form rulemaking provides for graduated increases to the board's renewal fees, application fees and ancillary fees over the upcoming three biennial renewal cycles. Effective Date The amendments will be effective upon publication of this final-form rulemaking in the Pennsylvania Bulletin . Increased application and ancillary fees will be implemented immediately upon publication, and then will undergo a second increase effective December 1, 2028, followed by a third increase that will take effect on December 1, 2030. Biennial renewal fees will increase by 5% for the December 1, 2026 November 30, 2028, biennial renewal period, impacting the renewal of licenses and certificates that are set to expire on November 30, 2026. Thereafter, biennial renewal fees will undergo a second increase, again by 5%, for licenses expiring November 30, 2028 (corresponding to the December 1, 2028 November 30, 2030, biennial renewal period). A third 5% increase will take effect for licenses expiring November 30, 2030 (corresponding to the December 1, 2030 November 30, 2032, biennial renewal period).
