Description of Subjects/Issues The Colorado Public Utilities Commission (“Commission”) issues this Notice of Proposed Rulemaking (“NOPR”) to amend the Commission’s Rules Regulating Electric Utilities, 4 Code of Colorado Regulations (“CCR”) 723-3 (“Electric Rules”). The proposed amendments would add to as well as revise the existing provisions of the Commission’s Electric Rules. Among other purposes, this rulemaking is intended to satisfy the requirements of Senate Bill (“SB”) 24-218, enacted and effective on May 22, 2024, and codified as § 40-2-132.5, C.R.S. SB 24-218. Comments A remote public hearing on the proposed rules and related matters shall be held as follows: DATE: October 7, 2026 TIME: 9:00 a.m. PLACE: By video conference using Zoom at a link in the calendar of events posted on the Commission’s website available at: https://puc.colorado.gov/. At the time set for hearing in this matter, interested persons may submit written comments and may present these orally unless the Administrative Law Judge deems oral comments unnecessary. Interested persons may file written comments in this matter. The Commission requests that initial written comments be submitted no later than September 9, 2026, and any written comments responsive to the initial comments be submitted no later than September 23, 2026. The Commission will consider all submissions, whether oral or written. The Commission prefers that comments be filed into this Proceeding using the Commission’s E Filings System at: https://www.dora.state.co.us/pls/efi/EFI.homepage.
