Most of the proposed rule amendments are required to address updates to the Civil Service and Human Capital Modernization Act via 2025 Oklahoma Session Laws 319 (HB 1138). The proposed amendments establish a grievance process for state employees serving in specific law enforcement roles. The amendments also adjust some of the Civil Service Division’s procedural rules to align with new exceptions granted to state employees serving in specific law enforcement roles. The amendments also make changes to permit additional evidence beyond the disciplinary file for all state employees. In addition, the amendments make some additional changes to clarify various provisions of a case including subpoenas, location of trial, witnesses, evidence. The amendments also update requirements regarding agency interviews for veteran job applicants. Finally, the amendments clarify when an agency can proceed to the highest step of progressive discipline.
