Proposed changes to Chapter 20 do the following: revoke administrative rules that contain unnecessary or obsolete language or rules that serve no reasonable purpose; simplify and, in certain cases, spell out language to improve readability and understanding; revise definitions to comply with the Secretary of State's Administrative Rules on Rulemaking; eliminates definitions that require no explanation; clean up or insert taglines in accordance with the Secretary of State's Administrative Rules on Rulemaking. Administrative rules concerning application, certification, and renewal were consolidated into one rule as they all related to each other. Other rules were revoked to the extent they duplicated or restated existing rules in the Oklahoma Statutes or the Oklahoma Administrative Code.
