Summary

Some of the proposed changes to Chapter 15 do the following: revoke administrative rules that contain unnecessary or obsolete language or rules that serve no reasonable purpose; simplify and, in certain cases, spell out language to improve readability and understanding; revise definitions to comply with the Secretary of State's Administrative Rules on Rulemaking; eliminates a definition that requires no explanation; and clean up taglines in accordance with the Secretary of State's Administrative Rules on Rulemaking. Substantive changes include: modifying language to prioritize the survivor's or victim's voice and leadership in advocacy decisions and participating in legal processes; specifying that programs must also offer telecommunication-based services to clients; eliminating the requirement that a child client's record must include information about a child's response to witnessing violence; eliminating a requirement that a child client's record must include a screening for custodial status and substance abuse history; for crisis intervention services, programs will now need to only include injuries that are voluntarily disclosed by the client and documentation of partners involved is refined; requiring programs to notify victims of federal or state law or court order compelling disclosure of information and to protect privacy and safety of those affected by such disclosure; and requiring that board members of a program's governing board maintain primary residence in Oklahoma.
