During the 2026 session, the Leg- islature passed HB 790, which allows certified interior designers to sign and seal technical submissions for nonstructural or nonseismic interior projects and establishes a certification required only of interior designers who engage in that practice. The proposed rule expands the chapter's scope to certified interior designers and establishes standards governing their seals, signatures, documents, professional scope, and use of expired, sus- pended, or revoked credentials, including a requirement that a designer discontinue seal use upon losing active national certification. A fee structure for the certification is also provided, with fees not to exceed $75 for ap- plication, $125 annually, and $35 for reinstatement, matching the existing landscape architect fee ceilings. Negotiated Rulemaking / Fiscal Impact Negotiated rulemaking was conducted. No fiscal impact is anticipated on the state general fund. Statutory Authority The rulemaking appears to be within the statutory authority granted in Sections 54-306(8)(e), 54-308(1), and 54-313, Idaho Code. cc: Division of Occupational and Professional Licenses - Board of Architectural Examiners Ryan Bernard *** PLEASE NOTE *** Paul Headlee, Deputy DirectMatt Drake, Manager Keith Bybee, Manager April Renfro, Manager Norma Clark, Manager Legislative Services OffResearch & Legislation Budget & Policy AnalysLegislative AuditsInformation Technology Statehouse, P.O.
