Plain-language change summary

The recent amendments to Bill SB 1097 introduce new provisions that allow notaries public to certify hard copies of electronic documents and to perform notarial acts for individuals who are not physically present by using technology such as video calls. This change is important because it increases the accessibility of notary services, making it easier for people who are remote or unable to visit a notary in person to get their documents notarized. Overall, these updates modernize the notarial process and adapt it to today's digital communication methods.
