The changes to Senate Bill 41 include the removal of a provision that described the need for reporting student outcomes from the use of federal and local revenue in educational plans. Additionally, the phrase "providing a contingent effective date" was also removed. These adjustments streamline the bill, focusing on the main elements of funding distribution without the additional reporting requirements, which may simplify implementation for schools and reduce administrative burdens.
